NAMISA KRAMER, MS

Director of Human Capital Development, Office of the President, Sierra Leone

Mrs. Namisa Kramer attended the University of New Mexico, earning a Bachelor of Science in Community Health Education with a minor in nutrition and child development, and a master’s degree in health education. During her master’s program, she received a scholarship to attend the Summer Institute of Tropical Medicine and Public Health at Johns Hopkins University in Baltimore, Maryland, where she obtained certification in Tropical Medicine and Public Health.

Mrs. Kramer then worked for seven years at the Maryland Department of Health as a Program Manager at the Center for Health Promotion, Education, and Tobacco Use Prevention. Amid the U.S. economic downturn, she moved to Sierra Leone, volunteering for three years as the first female Monitoring and Evaluation Officer with the Ministry of Health and Sanitation’s HIV/AIDS Secretariat. Based in Bo, she oversaw HIV/AIDS program monitoring and evaluation in four districts: Bo, Moyamba, Pujehun, and Bonthe.

Currently, Mrs. Kramer serves as the Director of Human Capital Development in the Presidential Delivery Unit, Office of the President in Sierra Leone. Before this, she spent eighteen years as a Program Administrator for the Minority Outreach and Technical Assistance (MOTA) program at the Maryland Department of Health, managing 17 grantees across 13 Maryland jurisdictions.

A resourceful and confident professional, Mrs. Kramer excels in project management and human capital development strategies. She is adept at community engagement and resource mobilization, providing best practice advice and quality support in challenging situations while maintaining multicultural sensitivity. She is committed to continuous personal development through professional training, workshops, and conferences.

Mrs. Kramer is the proud mother of a 37-year-old son and a beloved 9-year-old granddaughter, who is named after her. Her family is her source of inspiration and strength, and she enjoys sharing stories and nurturing the next generation. Mrs. Kramer is passionate about her cultural heritage and participates in community events that celebrate Sierra Leonean traditions and values.
